The public security organization＇s case handling pattern under the planned economy condition reveals its disadvantages day after day, especially in the part of procedure. If the contradiction and the dispute caused by the public security administration cannot obtain proper solution, it has the possibility to intensify them into serious criminal activities or public security events. In accordance with these problems, this article carries on the profound analysis, and proposes the practical and feasible countermeasures of improving the quality of handling the public security cases, standardizing law enforcement behavior, and strengthening public security law enforcement safeguard.
