Dynamic three-dimensional fire suppression and rescue ring theory is based on the fact of inter-regional fire suppression and rescue.It is based on the current status of the fire management of China,and mainly deals with disastrous fire and explosion hazards.Optimization of the resources for rescue is the main part of the theory.A case study was done to discuss the determination of ＂ring＂ radius and the methods and steps for allocating the resources.
