在我国农村,无论是经济发展,还是社会事业进步;无论是基础设施建设,还是精神文化提升;无论立足当前,还是着眼长远,都需要知识支持和人才保障。所以,建设社会主义新农村落点在"村"、重点在"人"——广大农民。全面提高广大农民的综合素质,是社会主义新农村建设的客观要求。
