国际资信评级业监管模式及其借鉴

Regulatory Models of Credit Rating Agencies:A Global Perspective

本文重点分析了美国资信评级业NRSRO监管模式和最新发展,并分析总结了近年欧盟和IOSCO等其他国际组织实施的一系列评级业监管改革措施;从金融系统工程的理论分析视角出发,比较分析了我国与美国和欧盟的最新资信评级业监管实践模式,并针对我国资信评级业监管现状,从监管内容、监管工具、监管程序制度的三个维度提出了相关建议。

This paper places emphasis on the NRSRO mode of credit rating agency regulation and its latest develop ment in U.S. Regulatory actions on credit rating agencies by the E.U. and other international organizations are also discussed. From a viewpoint of financial system engineering, the regulatory mode of credit rating agencies in China is compared with those in U.S. and E.U. According to the regulatory situation in China, suggestions are proposed from three aspects： objectives of the regulation, tools of the regulation, procedures and rules of the regulation.
