摘要
气瓶安全既是特种设备安全监察和监督管理的难点和重点,也是人民群众关注和投诉的热点和焦点。专用瓶固定充装制度的全面实施是气瓶安全管理机制的重大变革。本文以液化石油气钢瓶为例,运用新制度经济学(New Institutional Economics)的基本原理对专用瓶固定充装制度面临的困境及其原因进行分析,并探讨完善专用瓶固定充装制度的路径选择。
Gas cylinder is the emphasis of the special equipment safety supervision and the measurement regulation, and the focus of the citizen＇s complaint and concern. The fixed-fill gas cylinder system triggered the reform on the gas cylinder safety management system. Based on New Institutional Economics, the fixed-fill gas cylinder system＇s evolvement, consequence and causation are disused. Path selection to improve the fixed-fill gas cylinder system is analyzed
