初议工程伦理学的建设方向——来自生命伦理学的启示

Discussion on the Construction Direction of Engineering Ethics——Apocalypse from Bio-ethics

我国工程伦理学正值"起步"阶段,其学科建设方向是一个热门话题。生命伦理学已经在我国"起飞",其理论和体制化建设都取得瞩目成绩,并已在医学和生命科学技术研发中开始发挥对实践的指导和规范作用。借鉴生命伦理学20年的建设经验,就工程伦理学的建设提出几个建议:工程伦理学不能等同于工程师职业伦理;工程伦理学以实践为指向,但仍然需要构建本学科的基本原则和基本方法;工程伦理学在其体制化建设中,可以借鉴生命伦理委员会的建制,通过工程评估委员会对工程合理性的评估,发挥工程伦理学宏观层面的决策指导作用。

In China, Engineering Ethics is just in the early period. The construction direction of the subject is a discussing focus. Meanwhile, Bio-ethlcs has already ＂taken off＂ in our country and has gotten great achievements in both its theory and system, Bio-ethlcs has started to give some instruction and criterion function for developing Biotechnology and medicine. From the experiences of construction of Bio-ethics in 20 years, this paper gives some suggestions for the construction of Engineering Ethics ; we cannot consider that Engineering Ethics and engineer＇s occupational ethics are the same thing ; Engineering Ethics can apply Ethical theories to resolving the practical problems but we still should set up some basic principles and basic methods for this subject; when we construct the engineering ethics＇ system, we can refer the Bio-ethics committee＇s organizational system, with the help of it＇s work, Engineering Ethics will influence the decision-making and practice of engineering.
