新型农村合作医疗制度影响农民参合行为分析

The analysis of peasants' willing to new rural cooperative medical service system

我国农村医疗卫生水平十分落后,一方面现有农村医疗卫生资源难以满足当前农民的需要;另一方面却因费用过高致使农民无力享受医疗卫生服务,农村医疗卫生陷入两难困境。对此笔者通过剖析农村医疗制度变迁的进程,阐述新型农村合作医疗制度的具体内涵及其新特点;运用简单的博弈模型,设计了影响农民参合意愿的关键参数;运用效用与收益分析农民参合决策行为,有针对性地从受益面、补偿比例、封顶线、定点机构等方面加以改善,从而提高参合率;最后利用需求曲线的变动来解析新型农村合作医疗制度的实施对改善农村医疗卫生现状的影响和作用。

The medical service level of our countryside is extremely low. On the one hand, the existing countryside medical service resources are difficult to meet the current farmer＇s needs. On the other hand, the excessively high expense causes the farmer incapably to enjoy the medical service. The countryside medical service has been in a dilemma. The article described the present situation of countryside medical service, through analyzing the advancement of countryside medical service＇ s system vicissitude ,the article elaborates the concrete connotation and the new characteristic of the new rural cooperative medical service. Through utilizing the simple gambling model, the article designs the essential parameter that affected the farmer＇ s wish to participate in the cooperation, it analyzes the farmer＇ s policy-making behavior about participating in the cooperation by utilizing effectiveness and the income analysis method. It enhances the rate of the participation in the cooperation through making some improvement from the aspects of profits the surface ,crest line ,fixed- point organization and so on. Finally the article utilizes the change of demand curve to analyze the influence and the function which affects by the new rural cooperative medical service＇ s implementation.
