高速公路应急管理系统总体设计

Study on the Overall Framework of the Emergency Management System in Expressway

高速公路应急管理是高速公路交通安全管理的重要内容,能产生极大地社会效应。本文从高速公路安全管理现状入手,针对高速公路预警救援指挥中普遍存在的外场信息采集和发布设施使用效果差、信息共享程度低、缺乏统一预警指挥、各部门之间在应急处理上不够融洽等问题,对高速公路应急管理系统的需求进行了分析,设计了基于GIS平台的高速公路预警应急指挥系统的总体框架,它包括预警管理子系统和应急处理子系统两个模块,并分别对两个子系统模块的组织与事件处理流程进行了探讨,系统实施可以缩短高速公路异常交通事件响应时间,减少人员伤亡和事件清除时间,取得较大社会效益。该系统框架研究对在高速公路上建立各类异常交通事件的应急指挥系统具有指导意义和推广价值。

The emergency management system in expressway is an importation area of traffic safety management. It can bring great social effect. In the context of traffic safety management in expressway, the requirement of management system in expressway was analyzed. On the basis of the analysis a holistic framework and procedure was discussed and established for the emergency management system in Expressway. It includes two supermodels of early warning and rescue creatment. The system could bring big social effiction. The result of this study will provide a model and reference for the development of early warning and rescue command system in the expressways.
