Plan Program Rationality Analysis for Environmental Impact Assessment of Development Area

为深入探索规划方案分析的实现方法,以开发区区域环境评价技术导则为依据,在归纳开发区规划方案分析内容的基础上,以衡水开发区为例,通过规划协调性、总体布局和环境功能合理性、交通与道路规划合理性、土地利用生态适宜性的分析,得出以下结论:衡水开发区总体规划与当地城市总体规划协调一致,区内外交通和道路系统规划符合国家城市规划要求且布局合理,区内工业区布局符合环保要求,部分居住区布局不合理,需要调整用地方向.

In order to deeply explore the method ot plan program analysis, accorumg to the requirements of technical guidelines for environmental impact assessment of development area, based on summing up the content of plan program rationality analysis, plan program analysis of Hengshui development area was taken as an example, the harmony analysis of different plan programs, the rationality analysis of general layout and environmental function distribution, the rationality analysis of traffic and road plan, land-use ecological applicability analysis were made. The results from the above analysis indicated that the general plan of development area was corresponded with local urban master plan. The traffic and road system plan inside and outside development area accorded with urban plan requirement in our country, moreover their layout was rational. The layout of industrial area accorded with environmental protection demand, the layout of part residential area was unreasonable, part residential area needed to adjust the land-use types.
