汉语非文学类文本的英译应该遵循用规范的英语准确地传递原文所承载的信息的标准。但是由于原文自身存在的语言不规范、信息不明确等问题，使英译时首先对原文进行信息结构和语言结构重组成为必要。

The translation of a Chinese non-literary text should follow the criterion of transferring information into its English version using standard language. However, as there exists nonstandard language and unclear information in the original text, it becomes necessary to reconstruct the language form and rearrange the information structure in the translation process.
