China's African Policy:Driving Force and Features

中非关系正在进入一个新的快速发展期。为澄清西方的"资源驱动论",需从中国的国家特性、国家利益以及总体外交战略和思维等理解中国对非政策的驱动力。近年来中国对非政策的特点大致可归纳为机制化的建立、全方位发展以及重视软实力的影响。特别是近年来中国对非外交中日益重视软实力的建设,就是"和平发展"和建立"和谐世界"外交新理念和新战略,以及树立一个"强大而可亲",绝非"强大但可畏"的中国形象的一种具体体现。

Sino-African relation is entering a new period of fast development.To repudiate the Western accusation of 'China's intention for resources',we need to understand the driving force behind China's African policy from such perspectives as China's national characteristics,her national interest as well as her overall diplomatic strategy and thinking.The features of the current China's policy toward Africa may be summed up as the establishment of necessary mechanism,all-around development and emphasis on soft power influence.What is worth noting is that the current China's policy toward Africa attaches great importance to soft power construction,which characterizes China's new diplomatic thinking and new strategy of 'peaceful development' and building a 'harmonious world',so as to portray a 'strong and cordial' China rather than a 'strong and fearful' China.
