Basic concepts about the distribution of resoures in higher educational institutes

计划与市场的冲突、人力资源价格“双轨制”、效率与公平失衡、过度配置与忽略配置、管理漏洞等是目前影响高校办学资源使用效率的主要因素。而突出珍稀资源、盘活现存资源、人力资源的使用与激励、重组与挖掘资源、资源的效率测算，则是现代大学治理的基本理念。

Many factors are influencing the efficiency in use of resoures in higher educational Institutes, such as the conflict between plans and the markets, the double- price system of human resources, the balance lost between efficiency and fairness,excessive and inadiquate distribution, inefficient admin strations,while the modenn universities have some basic concepts in administration, including the stress of rare resources, making use of the present resouries, the use of human resource and its stimulations, rearrangement, as well as the exploration and evaluation of resources.
