The basic motives of Japan＇ s diplomacy in UN include such international factors as the enhanced global cooperation, the UN reform, and international ＂support＂ and such domestic factors as developed economic power, the established goal for a ＂politic giant＂. The external constraints for its ＂becoming a permanent member of Security Council＂ include USA＇ s hesitation, distrust from Asian countries, and competition from African and Latin-American countries; the internal constraints are related to economy, politics, law, and history.
