生态江苏建设与环境法制完善

Ecological Jiangsu Construction and Environmental Law Perfection

1996年以来,江苏加强环境法制建设。省人大颁布了《江苏省太湖水污染防治条例》,省委省政府在《关于切实加强环境保护工作的若干意见》等文件中将环保问题作为干部政绩考核标准并提出江苏生态省的建设目标。本文系统地阐述了生态江苏建设与环境法制完善的内在关系及环境法制建设的国际经验,并着眼于江苏生态建设现状,分析其存在的问题,最后针对存在的问题提出了相应对策。

Since 1996, Jiangsu has strengthened the environmental legal system construction. Provincial people＇s congress has promulgated ＂Water prevention and cure byelaw of Taihu Lake in Jiangsu province＂. Provincial committee and government have taken the environmental problems as an assessment standard of governors, and proposed the ecological construction goals of Jiangsu province. In this paper, it systematically discussed the inner relationship between ecological Jiangsu construction and environmental law perfection and the international experiences of environmental legal system construction. The problems are analyzed in the light of the present situations of ecological construction in Jiangsu. The corresponding strategy is proposed in the end.
