一、欧盟的语言政策为双语教学奠定了基础 2007年，随着欧盟扩容到27个成员国，欧盟官方语言已增加到了23种。欧盟设立官方语言的构想是每一个国家至少有一种本国语言成为欧盟的官方语言，以便于每一位成员国公民，不论其国家大小，都可以直接和欧盟机构交流。同时，这也意味着，
