Develop the Circulation and Build New Countryside

深化流通改革,加快流通发展,是现阶段解决"三农"问题和建设新农村的重要课题。首先,要正确认识发展流通对解决"三农"问题的重要作用,目前市场、流通的质量和效率已在不断增大的程度上决定着农民生产效益和生活质量;其次,农村流通现代化要求加快建立、健全市场体系,加强农村流通的基础设施建设,加快农业产业化,以产业化推进市场化,提高市场组织化程度,建立稳定的购销关系,加快培育现代流通主体,把农产品现货交易和期货交易有机结合起来,加快培育农村市场中介组织,推行农产品标准化,建立农产品质量可追溯制度。同时,发展农村流通应坚持从实际出发,不强求一律,打破农商分离,充分调动各方面积极性,照顾农民的消费习惯,尊重农民的首创精神,为推进农村流通现代化提供金融、保险等配套服务。

Deepening reform in circulation and quickening the development of circulation are the two major issues involved in solving the problem of ＂agriculture, farmer and rural＂ and the building of new countryside. First, we have to clearly understand the role circulation development plays in solving the problem of ＂Agriculture, Countryside and Farmers＂. Second, circulation modernization in countryside needs the support from such aspects as accelerating the establishing and promoting market system, strengthening the construction of infrastructure, accelerating agricultural industrialization, etc. At the same time, to promote the development of rural circulation, we should proceed from reality and provide supporting service system for the promotion of rural circulation modernization.
