新型工业化道路的战略选择与“三农”问题破解

The Strategic Choice of New Path of Industrialization and the Solution of "Agriculture,Rural Areas and Farmers"

工业化是我国经济发展的必然选择,但我国的工业化不能重复发达国家的老路,必须结合我国国情选择具体的工业化方式,城乡统筹发展和充分发挥人力资源优势的新型工业化道路是我国工业化的一种现实选择,它能够以工促农,以城带乡,把城市和农村的发展协调起来,并充分考虑我国人口多的特点,保持劳动对产出贡献。在实施该新型工业化过程中,必须促进农业产业化和农村工业化,使城乡工业共同发展;加快农村城镇化,促进城镇化与工业化的良性互动;加快农村富余劳动力转移,促进人力资源优势发挥,这是解决我国"三农"问题的根本出路。

The author points out that industrialization is an inexorable choice for development of China＇s economy. But, for China, we have to choose the mode of industrialization in the light of our current situation. So, the new path of industrialization that taking comprehensive development into consideration and paying attention to human resources is the rational choice. In the process of implementing industrialization, we should, first, promote agricultural industrialization and rural industrialization and promote balanced development; second, accelerate rural urbanization; third, accelerate the transfer of surplus rural labors and pay more attention to human resources.
