从会费变化看中国与联合国关系的演变

Analyzing the Changing Relationship between China and UN,from the Perspective of China's Contributions to the UN Budget

联合国的会费问题是一个财政问题,也是反映联合国与其成员国关系的政治问题。1971—2007年中国的会费比例变化经历了先上升后下降然后再上升的过程,其中呈现出三个明显的转折点。然而,这种调整并非是与中国GDP的变化呈现正比关系,表明联合国的财政问题不是一个单纯的经济问题。会费调整的背后,除了反映中国自身实力的变化,更反映出中国面临国际环境的改变,也反映出中国应对国际机制政策的转变。

This paper is intends to review the changing relationship between China and UN,by analyzing China's contributions to the UN budget from the year 1971 to 2007. During these years,there are three obvious milestones in the changes of scale of China's contributions to the UN budget.Meanwhile,those variations are not just related to the growth of China's GDP.As the matter of fact,the main reasons are concerned with the increasing power of China,the transformations of international circumstances China facing up and the varying policies dealing with international regimes and so on.However,all of these have brought China remarkable positive effects,like the striving for more leadership in some specialized agencies.
