摘要
电力市场化改革中,发电商往往可以利用发电份额、市场交易条件等因素实施市场力。市场力的存在及滥用,会使电力市场出现高电价、低效率的现象,这有悖于电力改革的初衷,为此必须对其进行度量。到目前为止,市场力的评估研究较为丰富,已有很多专家投入设计出各种不同的评估手段和方法来衡量市场力,但还没有形成一套综合的评价指标体系,本文力求从综合度量和识别市场力方面有所突破。本文在对市场力的定义、成因及表现形式分析的基础上,将目前国内外常用的衡量发电侧市场力的指标进行汇总,选取了市场份额指标、实际供需比、指标、供应者份额指标、停运与负荷相关指标等几个有代表性的指标分别反映市场结构、市场供需、市场效率、发电商地位、发电商策略,从而形成一个衡量电力市场市场力行使状况的指标体系。
In restructured electricity market, the Gencos as the entities of taking part in market competition can usually make use of dominant generation market share, trading conditions of market and so on to carry out its market power for manipulating generation market. The existent and abuse of the market power can lift electricity price and low the efficiency. This aftermath breaches of the original intention of the electricity market reform, so the measurement of the market power must be conducted.. The research on market power is rich. Many expertors have designed different appraisal methods to measure market power, but have not formed a set of comprehensive appraisals system. This paper researches the market power definition , cause of formation and representation. This paper selects some indexes to form a set of comprehensive appraisals system. These indexes are market share index,the residual of the supply index, index,the market share of the supplies,the correlation of the halt and load index. Those indexes are reflect market struct ,The supply and demand of the market,The status of generation companies and The strategy of the generation companies.
