地域传统文化与西部地区“劳务经济”的理性思考——以甘肃省为例

Rational Contemplation about Regional Traditional Culture and Labor Service Economy in the Western Areas: Ganshu Province as an Example

传统文化与经济社会的关系密切,地方传统文化不仅是一种重要的文化资源,同时还对经济社会的发展存在极大的促进作用,有时还会阻碍经济社会发展的进一步实施与实现。西部大开发必须进行劳务输出,由于甘肃传统文化的滞后性和封闭性,劳务输出从总体上看,“四低”的问题仍然比较突出,即组织化程度低、劳动者技能低、收入水平低以及长时期有固定职业的比例低。超越传统文化,克服陈旧意识,转变观念,不断创新,营造先进的文化环境,为劳务输出培育强劲的文化内动力,是消除劳务输出与传统文化摩擦的有效措施。

Traditional culture and economic society are closely related. Regional traditional culture is an important cultural resource. It can greatly accelerate the development of economy and society, but it can also hinder the further development of economy and society. West development needs labor export. Owing to the posterity and closeness of Ganshu traditional culture, there exist some problems in labor export. For example, the organization of labor service is very low, the labor force is not skilled, the income of workers is very low, and the proportion of the workers with fixed jobs is low. Effective measures should be taken to eliminate the conflict between labor export and traditional culture. We must exceed the traditional culture, overcome out-of-date awareness, change our viewpoints, make constant innovations, create advanced cultural environment to foster a strong cultural internal drive for labor export.
