摘要
水权初始分配问题属于系统科学范畴,是一项复杂的系统工程。针对这一特性,依据现状、公平、效率和可持续准则,建立了水权初始分配的系统模型,包括指标体系的系统构建、指标权重的系统确定和分配比例确定的系统方法。结合黄河流域实例验证了该模型的合理可行性。
Initial allocation of water rights is a complex system engineering. According to its characteristic; based on the principles of actuality,impartiality,efficiency and sustainahility, an initial allocation model of water rights is built, including construction of index system,confirmation of index weight and choice of allocation proportion's accounting method. Finally, the model is applied to the Yellow River basin to verify its effectiveness and feasibility.
