由于公益林经营目标的公益性,其经营的资金主要只能由非市场的方式给予补偿。财政资金是生态补偿的基本资金来源。由于地区之间自然和社会经济条件的差别,在生态补偿问题上将会存在严重的地区之间生态建设责任与利益的不平衡,需要建立地区之间的财政支付方式来平衡这种不公平状况,才有利于生态补偿制度的建立和完善。

Because of the public-welfare objective of public-welfare forests management, the capital of it should mainly come from compensation provided by non-market means. Financial capital is the substantial source of capital of ecological compensation for public-welfare forests. The serious cross-districts unbalance, between the responsibilities of ecological building and profits gained on public-welfare forests＇ compensation, has been in existence due to disparities of natural and social economical situations. The establishment of transfer payments of public finance, favorable to the building and completion of ecological compensation system for public-welfare forests, is required to balance this unfair situation.
