新形势下铁路建设工程管理关键问题探讨

Discussion on critical issues involved in management of railway construction under new situation

分析了当前铁路建设规模大、标准高、任务艰巨条件下建设管理面临的新的挑战。通过调查分析表明,新形势下影响我国铁路建设项目前期研究和决策、组织实施模式及建设实施过程管理水平和投资效益的关键问题主要体现在前期研究和决策的制度、方法、手段和工具急需变革,管理方式有待创新,责任体系和工程定价体系亟待完善,项目目标的设置和控制有待合理化及铁路建设工程管理人才的培养体系急需完善。此外,提出解决问题的思路,为实施大规模铁路建设所需进行的改革和创新提供了参考。

New challenges existing in railway construction management under hard situation of large - scale and high standard construction were analyzed. Results of inquisition and analysis show that critical issues influence earlier research and decision - making and organization model and level of construction process management are as follows dire need of reformation for institution, methods, measures of earlier research and decision - making, innovation of management mode, system perfection of duty and fix price for project and talent foster, and rationalization of enactment and control of project object. Finally, idea for settling these critical issues are put forward, which all provide direction for reformation and innovation needed in management of large - scale railway construction.
