试论我国居民消费率偏低的原因及对策

The Reasons and Countermeasures to Chinese People's Low Consumption Rate

该文通过历史比较与国际比较,论述了改革开放20多年来我国居民消费率偏低的变化特征;通过对经济增长的拉动作用、第三产业的发展以及经济增长质量三个方面的分析指出了消费率偏低所带来的不利影响;在此基础上,又从居民收入增长缓慢、收入分配差距拉大、预期收支不稳定以及社会公共物品不足等方面分析了导致居民消费率偏低的原因及相应的对策。

Based on both historical and international comparisons, the thesis expounds the changing characteristics of Chinese people＇s consumption rate since the reform and open policy carried out more than 20 years ago. The result shows that our consumption rate is below the average level. The influence of the changing consumption rate is analyzed from the following three aspects., its propelling ability for the economic development, the development of tertiary industries and the quality of the eco nomic improvement. After making an analysis of the inhabitants＇ income, the distance of income distribution, the instability of anticipated income and expenses, the insufficiency of the social public goods, the thesis expounds the deep and complex reasons which affect the rather low consumption rate and puts forward the appropriate countermeasures to enhance the consumption rate.
