降低政府行政运行成本的宏微观思考

A MACROSCOPIC ANALYSIS ON THE REDUCTION OF GOVERNMENTS' ADMINISTRATIVE OPERATION COSTS

政府行政运行成本过高或不计成本盲目决策等现象已经成为亟待解决的问题.通过对政府行政运行成本管理中存在的问题及其成因分析,探讨了降低政府行政运行成本的宏观途径以及可以采取的微观措施,力求使行政机关正常运行所消耗的资源趋于最低,以提高行政效率.

Nowadays, operation costs of governments are too high and governments sometimes even ignore costs when making decisions, which have become a problem to be solved urgently. This paper discuss the macroscopic methods to reduce governments＇ operation costs and feasible microscopic measures, through an analysis of the existing problems in the cost management for governments＇ administrative operations and their causes, with an aims to minim the resources used in normal operations of administrative organizations and consequently to set up administration efficiency.
