摘要欧盟的民主赤字问题一直存在，在冷战结束后，这一问题趋于凸显。2005年欧盟爆发的宪法危机实质上是由其民主赤字问题酿成的。欧盟的民主赤字问题如何解决已成为欧盟未来发展的关键。
