随着我国高等教育形势的发展和创新人才培养目标的要求,要求高校树立"以人为本"管理理念,营造"以人为本"的现代管理氛围,创新教学管理制度,创立人本管理机制,引进激励、竞争机制,充分调动教师教学改革的积极性和主动性,推进教学管理创新。

Such a process we call the instructional administration. With the development of our higher education and the demand of nurturing the creative talents, it is suggested that universities and colleges should set the ＂human-oriented＂ administrative ideas and modern administrative atmosphere, create a ＂human-oriented＂ administrative system, and bring in motivation and competition mechanism. B7 doing these, teachers＇ initiativeness and the enthusiasm to the instructional reform can thus be fully brought into play, and the instructional administration innovation can be further promoted.
