Balance between Culture and Commerce: The Government's Role in Building Creative Industries Parks

创意产业园的发展正面临着商业资本的挑战,其根源在于经济利益的驱动和政府认识上的误区。本文分析了创意产业园应发挥的盘活闲置厂房、带动周边地区开发、增长极、促进创新、孵化中小企业、延续和发展城市文脉等作用,并在此基础上指出其应具有的场所的稳定与合法、完善的基础设施、低门槛与多样性、创意场、公共服务平台、对历史元素的保护等要素,进而建议了政策引导和协调利益分配等解决的对策。

The development of creative industries parks is confronted with the challenges of commercial capital, which originates the drive by economic interests and the mistakes of the concept of governments. This article analyses of the roles that the creative industries parks should play, such as making use of idle factories, stimulating the development of the surrounding areas, growth pole, promoting innovation, small-medium enterprises＇incubator, continuing and developing of the urban context and so on. On this basis this article points out the elements which the creative industries parks should possess, such as stable and legitimate establishments, sound infrastructure, low-threshold and diversity, creative field, public service platform, protection of historical element and so on. In the end, this article advises the solution, such as policy guidance and harmonizing the distribution of benefits.
