Based on the brief description of engineering system theory and in accordance with its viewpoints, this paper analyzes the 9 elements of the network information resources management system and the system structure comprising 6 major branches. The paper also discusses the main research content of network information resources management science. Finally, 3 reasons for the study of network information resources management science from the angle of engineering system theory are presented.
