摘要
高教公平与正义是构建和谐社会的核心要素,而其均衡发展则是和谐社会的理想与政府应承担的责任。从和谐社会视角解读高教均衡发展系数编制的内涵,有助于深化各方对此的认识,并为各级政府制定和执行有效的高教发展政策提供参考。
Higher educational equity and justice are the core essential of harmonious social establishment, its balanced development is the ideality of the harmonious society and the responsibility of the government. This article unscrambles the connotation of higher educational developing coefficient establishment to supply reference to government, society as well as college.
