摘要
在信息不对称和未来不确定的情况下,电信本地网运营企业上级管理部门与从事直接运营的下级业务部门之间由于经营任务分派形成了委托代理关系。基于作为委托人的上级管理部门和作为代理人的下级业务部门各自追求自身利益最大化的假设,需要设计出激励与约束相融的经营任务分派方案。某电信企业"收入目标台阶认购制"的管理创新是此类分派方案的一个实例,实践表明这一制度有利于激励与约束机制的有效运行,具有广泛的适应性,有利于促进企业长期效率和效益的改善。"收入目标台阶认购制"是企业内部市场化实践的一个成功案例,具有扩展和推广的价值。
Under the condition of asymmetric information and uncertain future, an assignment-agency relation is formed between the superior managing department of the local telecom net operating enterprise and the subordinate business department directly engaged in operation. Based on the assumption that the superior managing department acting as the assigner and the subordinate business department acting as the agent are pursuing for the maximization of its own profits, it is needed to work out an operating task assignment plan compatible with both motivation and constraint. The " income goal step subscription system" of a certain telecom enterprise is a practical example of the plans of this kind. Practices show that this system is favorable for effective operation of the mechanism of motivation and restraint so that it has wide adaptability and is beneficial for the bettering of the long-term efficiency and results of the enterprise. The "income goal step subscription system", which is a successful case for the internal marketization of enterprises, has a value of extension and popularization.
