论民众政治参与与国家决策模式间的矛盾及对策——兼谈市场体制下人大制度的健全和完善

Contradiction between the desire of the people's political participation and the state's decision-making model and the countermeasures——A discussion on how to prefect the National People's Congress system in the market-orientated background

我国现行的国家决策模式还带有明显的计划经济时代的特征,在经济市场化进程不断深入的情况下,它和民众政治参与欲望之间的矛盾日趋明显。要克服这种矛盾,消除其带来的潜在的政治不稳定性,根本的措施在于健全和完善我国现行的体制内民众政治参与的机制,尤其是健全和完善在现行体制内民众政治参与最基本最主要的政治体制——人民代表大会制度,使人大制度(1)能够切切实实地代表民众的意愿;(2)能够代表民意对国家决策过程施加实质性的影响。

With the development of the market-orientated economy,the contradiction between the current model of state decision and the desire of the people's political participation will become more serious and affect China's political stability.To solve the contradiction,the fundamental means lies in perfecting the people's political participation legal system,especially the National People's Congress system,i.e.to ensure the National People's Congress system represent the common people's wishes,and to ensure the National People's Congress system produce positive influence on the state's decision making.
