摘要
"三高"(高含硫、高产量、高压力)气田勘探开发是一个世界级技术难题,风险大,危害程度高。根据"风险处于受控状态就是安全"和"风险=危害程度×频率"的理念,"三高"气田的安全开发主要解决风险的控制问题,如果将风险失控的发生频率控制为零,"三高"气田的勘探开发风险也将降为零。事故和教训中得到的安全启示是:①提高全民安全意识是勘探开发"三高"气田的安全基础;②保证安全生产投入是开发"三高"气田的安全保障;③完善应急救援机制是重要安全措施;④政府和企业应高度重视联动应急救援,以完善应急救援和减少损失。
It is a world technical issue to explore and develop such gas fields with three highs,i.e.,sulfur content,high pressure,and high production,during the operation works of which there will encounter many great unexpected difficulties with high risk and large possibility of serious environment damage.In light of the concept of that 'safety is to keep risk under control ',and the equation of that safety equals to the degree of damage times occurence rate,this paper thought that such safety issue should be focused on how to control the risk,that is to say,if the occurrence rate of uncontrolled risk is zero,there will be no any risk in exploring and developing gasfields there.Collecting many lessons from the previous accidents happened to 'three-highs' gasfields in Chongqing and Sichuan gasfields,this paper concludes that the basic step is to arouse everybody's safety consciousness;the essential step is to provide all possible safe means for operation works in exploration and development;the secure support is to complete the emergency and aid system in omnidirectional way;and the safe promise is to find the support from local government,then the oil and gas producers can further fulfill their first-aid system and reduce their possible loss in emergency.
