上海市机动车驾驶人培训、考试经历了三个发展阶段,各有其特点,并与上海城市的社会发展和道路交通发展紧密相联。在新的社会形势下,应继续改革和探索上海机动车驾驶人培训、考试工作,由"教考合一"向"教考分离"转化,由"分散"考试向"集中"考试转化,由人工考试向采用科技手段考试转化,实现驾校利益与考试分离,建立培训、考试共把质量关的长效管理机制。
