关于行政学创始人古德诺与20世纪初中国政治的关系,人们一般仅知其撰有《共和与君主论》,被袁世凯复古称帝所利用。其实古氏对当时中国的政治与行政发展颇多关注,多有建议。古德诺曾撰写《中国官吏教育论》建议创设中国第一所行政学校,以培养符合社会需求的行政官员。

As for the relationship between the Chinese politics in the early 20th century and Dr. Goodnow the initiator of public administration, most people only know that he wrote Memorandum which was used by Yuan Shikai for his restoration of monarchy. In fact, Dr, Goodnow showed much interest in other aspects of China＇s politics and administration and brought up some suggestions. He wrote a book for establishing the first administration school in China that could train qualified administrants.
