摘要
用新制度经济学的制度成本—制度收益的制度绩效分析方法,引入斯密德的状态、结构、绩效(SSP)分析范式,对中国森林限额采伐制度的绩效进行分析。通过对该制度成本和收益的比较得出:森林限额采伐制度的成本大于收益,制度设计与目标产生了背离。建议对生态公益林政府要进一步加强管治,而对商品林逐步取消森林限额采伐制度,推进市场化改革。
The paper applies institutional performance analysis of comparing institutional cost and institutional revenue, and brings in the analysis paradigm of state-structure-performance to analyze the Institution of forest felling quota in Chain. By comparing of institutional cost and institutional revenue,the result is: the institutional cost of forest felling quota is much more than its revenue. Based on the analysis, the suggestions are put forward: on one hand, the government should strengthen construct the non-commercial forest, and on the other hand, the quota on commercial forest should be cancelled gradually.
