对策研究是针对特定问题,进行全面的分析、论证、比较和优选,最终提出解决问题的对策。它可分为宏观对策研究即战略性研究;中观对策研究即政策性研究;微观对策研究即方案性研究。一般来说,一个成功的对策研究必须包括认识、方法和写作三个步骤。

Countermeasure study aims at a special problem to comprehensive analyze,demonstrate,compare optimize and choose,finally to put forward the strategy of resolving problem.It can be divided as macroscopical countermeasures study,namely strategic study;moderate countermeasures study,namely policy study;microcosmic countermeasures study namely,project study.In a general way,a successful countermeasures study must include the processes： cognition,method and writing.
