长期以来,我国在资源开发尤其是煤炭开采利益的公平分配方面存在严重的问题;分析了我国煤炭开采利益分配冲突的存在及原因,试图构建煤炭开采利益分配新体系,以实现社会发展的"实质公平"。

For a long time, the, development of our resource, particularly, in the coal mining and the equitable distribution of their interest is a serious problem. This paper analyzes the presence of the conflict about the distribution of Chinese coal mining interests and the reasons for this condition, trying to build a new system of distribution of coal mining interests, to achieve social development in the ＂real fair.＂
