区域经济一体化与高等教育服务贸易研究综述

Review of RTAs and trade in services on higher education

研究综述是为了探讨区域经济一体化对高等教育服务贸易的影响而所作的一项基础性研究。通过对已有文献检索和研究成果分析,明确了相关领域进一步的研究方向和重点。结论是国内外都缺乏对这一领域内自然人移动和跨境交付的具体研究;国内在跨国高等教育质量保证和认证,资格承认和跨国高等教育与高等教育体系的能力建设的关系研究与国外还有差距;贸易的自由化是可以从多个层面开展的,国内专门从双边、区域经济一体化的角度来研究高等教育服务贸易的还很少;鉴于高等教育的复杂属性,国内应该对贸易协定框架以外的区域跨国高等教育合作的研究给予足够的重视;经济因素已成为跨国高等教育发展的主要驱动力之一,因此需要更多地交叉研究。

This paper is a basis of exploring impact of regional economic integration on trade in higher education services. Further research direction and focus are specified on the basis of literatures retrieval and fruit analysis. Conclusion is as follows. There is no concrete research about movement of personnel and cross-border supply in China and abroad. In China, international quality assurance and accreditation, recognition of qualifications, and the interaction between transnational higher education and higher education system capability building are not explored sufficiently. Due to the diversity of trade liberalization, little attention is paid to the trade in higher education services to form the view of bilateral and international economic integration. Given the complex nature of higher education, cross-border higher education cooperation outside the trade agreement among different countries should be studied in China. Nowadays one of the main driving forces of transnational higher education is economy so that much more interdisciplinary researches are needed.
