中国煤矿煤与瓦斯突出现状及防治对策

Situation of Coal and Gas Outburst in China and Control Countermeasures

结合中国煤与瓦斯突出历史数据和典型煤与瓦斯突出案例,依据2005年国家煤矿安全专家对45户重点监控国有煤矿企业安全会诊报告和2006年全国煤矿事故分析报告,对45户重点监控国有煤矿企业煤与瓦斯突出矿井情况和2006年一次死亡3人以上煤与瓦斯突出事故进行了详细的统计分析.得出了煤与瓦斯突出灾害日趋严重,现有突出矿井防突措施不到位、安全基础薄弱,乡镇煤矿已成为煤与瓦斯突出事故的重灾区是目前中国煤矿煤与瓦斯突出事故频发的主要原因.在此基础上,提出了加强煤矿安全监管、监察力度,提高乡镇煤矿煤与瓦斯突出矿井安全准入条件等9条煤与瓦斯突出防治工作建议.

Based on historical outburst data and typical outburst cases in China, and according to the safety consultation reports of 45 state-owned key coalmine enterprises made by the national coalmine safety experts in 2005 and the analysis report on countrywide coalmine accidents in 2006, we have made a detailed analysis on the outburst condition of the 45 state-owned key coalmine enterprises and the outburst accidents with more than three people died once in 2006. The conclusions are that 1） the outburst disasters become more and more serious, and 2） the insufficient of existing control measures safety facilities is the main reason making the villageowned coalmines become the most serious area of outburst accidents. Based on this situation, nine suggestions about outburst control are put forward, such as strengthening monitoring and controlling on coalmines, increasing the certification that permit entering into mining industry for those village-owed outburst coalmines, etc.
