摘要
社会主义新农村建设是破解"三农"难题,实现国家经济发展和社会稳定的一项重要政策。在新农村建设过程中,随着多中心的治理秩序的逐步确立和政府传统治理模式的转变,农村民间组织获得了参与新农村建设的契机。而农村民间组织在新农村建设中所扮演的"黏合剂"、"主力军"、"蓄水池"和"安全阀"的角色,将会促使其成为新农村建设中的重要力量。
The construction of new socialist countryside is an important policy of the solution to problem of ＂agriculture, rural areas and peasant＂and of the realization of national economic development and social stability. In this process, NGO of countryside obtains opportunity of the participation with the establishment of multi-center management order and the transformation of traditional management pattern of government. Meantime, NGO of countryside＇s roles, such as ＂adhesive＂, ＂main force＂, ＂reservoir＂ and ＂safety value＂, will promote it the chief force.
