欧盟最新化学品法规对纺织印染助剂的影响

The influence of the recent EC regulation for textiles on the textile auxiliaries

近几年,欧盟成为我国纺织品服装四大出口国之一,2006年更一跃超过美国.历年欧盟不断发布化学品限制的法令,直接影响纺织印染助剂的使用,也影响纺织品服装对欧盟的出口.欧盟自2003年6月18日起先后发布了有关APEO限用的2003/53/EC指令、2003年2月15日的2003/11/EC指令和2006年7月1日起实行的关于十溴二苯醚的RoHS法规、2006年12月12日的2006/122/ECOF关于PFOS的限制.同时,Oeko-Tex Standard 100的2005年和2007年修正本,分别限用和禁用十溴二苯醚和PU材料中的致癌芳胺.有关内容应引起印染助剂制造商重视,印染企业应关注助剂供应商提供的产品是否超标.

The EC has become one of the four big export destination countries of our country since the recent years, and it surpassed the US in 2006. The EC is issuing continuously these years the laws concerning the restriction of chemical products, which affects directly the uses of the textile auxiliaries and the export of the textiles and garments to the EC as well. EC has published, since June 18 2003, the texts related to the 2003/53/EC Order about APEO restriction, 2003/11/EC Order （Februry 15 2003）, Rolls regulation concerning decabro modiphemyl ether （executed since July 1 2006）, 2006/122/ECOF related to the restriction of PFOS （December 12 2006）, and meanwhile Oeko-Tex Standard 100 （2005 revision and 2007 revision limiting and restricting the use of decabromodiphenyl ether and carcinogenetic aromatic amines in PU）. The related discussions have induced the consideration of the textile auxiliary manufacturers, and the textile dyeing and printing enterprises should care if the products supplied by the auxiliary suppliers surpass the limits.
