摘要
城市综合防灾与一般的城市防灾相比,至少有以下三个特点:多灾种、多手段和全过程。城市综合防灾规划依编制主体不同,可分为城市规划体系外和城市规划体系内的两种城市综合防灾规划。城市灾害特点的差异和灾害防救体系的不同都将影响城市综合防灾规划的编制。本文从城市灾害特点、灾害防救体系、城市综合防灾规划编制三方面介绍美国的城市综合防灾规划,并以洛杉矶的规划为例进行说明。
Comparing with common urban disaster prevention,urban comprehensive disaster prevention has three major characteristics： all hazards,all measures and all processes. By different agencies of developing plan,urban comprehensive disaster prevention plans are classified as one inside urban planning system or one outside system. Different characteristics of urban disaster and different systems of disaster prevention and response influence develoment of urban comprehensive disaster prevention plans. The paper introduces urban comprehensive disaster prevention plan in America from three aspects： characteristics of urban disaster,disaster prevention and response system,develoment of urban comprehensive disaster prevention plan. The plan of City of Los Angeles is selected as an illustrative instance.
