百山祖自然保护区成立10年以来，保护区的建设还存在不少困难与问题、诸如人们的认识不足引起对百山祖冷杉的拯救不够关心与支持，社会的重视不够，经费的严重短缺，以及技术力量落后，为此，升对性地提出了要加强宣传力度、争取资金投入、争取地方重视、要提高自养能力共4项对策。
