Entering the threshold of the 21^th century, Latin American countries, in active response to the calls of the UN Millennium Summit, have been striving to implement all social targets set in the Millennium Declaration. Changes and progresses worth noticing have taken place in all social sectors and the social undertakings have been gradually improved. At present, Latin American society is in a key period of development characterized by the coexistence of opportunities and challenges.
