摘要
教育合作是中非关系的重要内容。自1956年中非开启外交关系以来,中非教育合作随着国际地缘政治的变化和中非关系的深化而不断呈现出新的内容和形式。中非合作论坛为包括教育在内的不同领域的中非合作提供了制度性的框架和机制,为扩大和深化中非教育合作提供了机遇。论坛框架下的中非教育合作政策注重能力建设和务实行动,体现出互动性、自主性、系统性和完整性等特征。在这样的政策引导下,中非教育合作规模不断扩大、层次日益提升、形式和主体渐趋多元,并初步形成了外部的多边高层磋商机制和内部的协调和信息交流机制。教育合作不仅促进了非洲国家教育的发展和改革,同时也扩大了中国教育在非洲的影响力,还带动了国内高校的能力建设和在学科建设等方面的发展。如今,中非教育合作在中非论坛框架下的战略基础地位日益显现。
Education has been an important part in Sino-African cooperation since China first established diplomatic relations with Africa 50 years ago. Educational cooperation initiatives and endeavors vary with the changes of the international geo-political landscape and the development of Sino-African relations. Forum of China-Africa Cooperation (FOCAC) provides an institutional framework and mechanism for cooperative endeavors in various sectors including education. With a clear capacity building orientation, FOCAC education policies are practical, interactive, independent, systematic and integrated. As a result of the policy change, Sino-Africa educational cooperation has come up with an enlarged scale, up-graded levels, diversified modalities and actors. An external multilateral high-level consultation mechanism and an internal coordination and information sharing mechanism have taken into shape. Educational cooperation has not only enhanced educational capacity building and development in African countries, but has also promoted China's education in Africa, and contributes to its own capacity building in Africa-related studies etc. Educational cooperation has now formulated a strategic position in the FOCAC framework.
