On the Construction of Index System of Urban Educational Modernization

摘要 城市教育现代化是一个动态的历史过程和复杂的系统工程,因此它的指标体系的构建应是三维立体的:从层次维度看,包括学前教育、初等教育、中等教育、高等教育四个层次;从时间与程度维度看,分为初级、中级、高级三个阶段;从教育与社会维度看,包括教育发展背景、教育发展保障、教育发展动力、教育发展效率与质量、教育发展水平与结果五个一级指标。三个维度中的每一项评价应体现指标体系的全面性和科学性。 Urban Educational Modernization is a dynamic history process and a complex systematic project. Therefore, three-dimensional thinking mode should be adopted instead of the static, single or two-dimensional thinking mode in order to establish the index system of urban educational modernization. Concerning on stages, it is composed of preschool education, elementary education, secondary education, and higher education. On time and levels, it is divided into three degrees: primary, intermediate and advanced. On education and society, it consists of five first-level indexes: the background, guarantee, motive of development, efficiency and quality of development, as well as the level and consequence of education development. Every index includes three dimensions in order to embody the totality of the index system. In terms of the modernization strategic mode, the index of education and society level should be established by reducing suitably the indexes which reflect the first educational modernization, at the same time adding the indexes which display the second educational modernization. In view of the investigation in different education levels and stages, the sub-index of first level index is somehow changed to embody the scientificity of the index system.
