主要从控制性详细规划与上一层级规划的关系入手,分析上层级规划可能对控规产生的影响,及新编制办法出台后近期规划的编制与控规的衔接情况可能产生的问题和原因分析,并提出相应的对策以完善宏观结构层级规划,切实指导控规合理编制。

Started from the relation between controlled detailed planning and upper level planning, the author analyzes the influences of upper level planning on controlled planning, introduces the compilation of near term planning after issuing of new compilation method, its joining with controlled planning, probably appeared problems and causes analysis, and proposes relevant countermeasures, in order to perfect macrostmcture level planning and guide rational compilation of controlled planning.
