无论从哪个角度讲,中小企业的发展都是一个长期性、国际性的话题。对一个国家来讲,中小企业在促进科技进步、增加就业、扩大出口等方面发挥着不可忽视和不可替代的作用。中小企业为现在的各国所重视,“大力发展中小企业”这个议题已被提上日程。但是在中小企业发展过程中,仍有许多因素制约中小企业发展。中小企业信息化建设缓慢、ERP实施难问题已成为中小企业发展的瓶颈,严重制约了经济社会的发展。因此,针对我国目前中小企业ERP实施过程中存在的问题,分析其原因、研究其对策,将具有重要意义。

Regardless of any angle, the development of medium and small enterprises is a long term and international topic. In any country, medium and small enterprises play a critical and irreplaceable role in advance of science and technology, employment increase, export expansion and so on. Medium and small enterprises attract a lot of at- tention in every country. ＂To vigorously develop medium and small enterprises＂ has been raised to the agenda. But many elements prevent the development of medium and small enterprises. The slowness of IT construction and difficulty in ERP implementation has become the bottleneck. They restrict the development of the economic society. So regarding to the problems in ERP implementation of medium and small enterprises in China, the study on the issues and countermeasures have significance.
