城市规划和土地利用规划是指导区域城镇建设和土地资源合理利用的重要规划,随着城市化进程的加快,两个规划之间的矛盾越来越突出。文章重点分析了两个规划之间的差异和联系,目的是为了消除对"两规"的一些模糊认识和误解,为促进"两规"的协调和社会可持续发展提供参考。
